wxWindows: A free tool for writing cross-platform GUI applications in C++. Unlike Java, you must compile your code with a platform-specific compiler for any of dozens of platforms. It is something like Rogue Wave. It allows you to generate dialogs from XML files. It has been in production since 1992 and has accumulated an enormous library that has implentations for dozens of platforms from mainframes to embedded.
